Harvard PILAC experts brief on the humanitarian exemptions debate

Some see “humanitarian exemptions” as a way to resolve possible conflicts between sanctions and principled humanitarian action. But what are “humanitarian exemptions”? Watch the recording.

On 19 July 2016, Naz K. Modirzadeh and Dustin A. Lewis from the Harvard Law School Program on International Law and Armed Conflict (PILAC) provided an update to close to 150 online participants in a PHAP Expert Briefing on the effects of U.N. sanctions on principled humanitarian action, the discussion around “humanitarian exemptions,” the benefits and costs of such exemptions, and why it is important for humanitarian actors to engage in this debate.

PILAC also recently published a briefing memorandum on this topic, which helps clarify the concepts and issues under debate. The memo is available on the PILAC website.
